University course
The EHRAS University Course is the first ever University course in Europe on human rights at sea, delivered by leading scholars and practitioners with vast experience on the topic.
The course deals with an emerging issue in EU studies by developing a 42-hour syllabus on European and international human rights at sea, to be taught at the University of Milano-Bicocca (Milan, Italy) in English. It will address the main conceptual issues arising from the application of European and international human rights at sea.
Classes will be prepared and supported by an in-depth research activity, will:
have a duration of 42 contact hours, 6 per week over the spring semester (6 credits);
be delivered in English;
be available to students in the 4th and 5th year of their law studies.
The course will be taught by the project manager, Professor Irini Papanicolopulu, and by a distinguished group of Italian and foreign experts, including academics, practicing lawyers, international civil law servants, and representatives from civil society. Specifically, each member of staff will be tasked with delivering a part of the lectures:
Prof. Papanicolopulu -- the interplay between the law of the sea and human rights law: substantive and procedural rights
Prof. Borraccetti -- EU migration laws and policy
Prof. Gavouneli -- The rights of seafarers and fishers
David Hammond -- Slavery and torture at sea
Prof. Mitsilegas -- The application of criminal law at sea
Manuel Devers -- EU law remedies and the maritime dimension of the right to self-determination
Prof. Giuffré -- Refugee law and the HRs remedies
Pierandrea Leucci -- EU Maritime Security Strategy and the EU Common Fisheries Policies
